Easy company setup and EU market access
Licensing timeline up to 6 month depending on the company’s statuss
Hungary offers a stable EU jurisdiction with a regulated crypto market fully aligned with MiCA requirements.
While the CASP registration process is complex, time-consuming, and requires significant investment, it
provides licensed companies with strong legal certainty and credibility across the EU. Under the supervision
of the Hungarian National Bank (MNB), businesses benefit from a predictable regulatory framework and the
ability to operate throughout the European Economic Area.
Full compliance with MiCA standards and EU legislation
Before the MiCA framework came into force, crypto companies in Hungary operated under the Virtual Asset
Service Provider (VASP) registration regime supervised by the Hungarian National Bank (MNB). During the
current transitional period, companies that were already registered as VASPs can continue their activities
under the previous rules. However, all new applicants, as well as existing VASPs after the transition ends,
must comply with the EU-wide CASP licensing requirements introduced under MiCA.
VASP (Virtual Asset Service Provider)
This was the national registration regime before MiCA took effect. Companies had to register with the
Hungarian National Bank (MNB) and meet basic AML/CFT, security, transparency, etc requirements. While the
VASP regime is being phased out, it still applies to entities registered before MiCA during the transitional
period.
CASP (Crypto Asset Service Provider)
Under MiCA, any business offering crypto-related services, such as custody, exchange, order execution, or
token placement, must obtain a CASP authorisation, which is issued by HNB and requires full compliance with
EU standards on financial transparency, consumer protection, and internal governance.
Hungary cryptolicense cost
Obtaining a crypto license in Hungary involves more than just government fees — it also covers advisory support,
documentation, and company formation. The fee reflects the full range of services required to launch a
compliant crypto business under MiCA.

Process of getting crypto license in Hungary
Since 30 June 2024, Hungary has been applying the Act VII of 2024 on Crypto-Assets, which implements
Regulation (EU) 2023/1114 (MiCA). A transitional period runs until 1 July 2025: companies previously
registered as VASPs can continue operations provided they submit a CASP license application to the Hungarian
National Bank (MNB). The regulator has issued CASP licensing guidelines, but the process remains complex,
time-consuming (6–18 months), and requires careful preparation. Below is the step-by-step procedure.
Stage 1: Regulatory assessment and planning
Before starting the process, it is essential to conduct a business model audit to confirm whether the
provided services fall under MiCA and require CASP licensing. At this stage, compliance with capital,
governance, and IT requirements must be assessed.
Analysing the business model and determining CASP service categories
Checking compliance with MiCA and AML/CFT requirements
Determining the minimum share capital and sources of funding
Developing a licensing roadmap with timelines and resources
Stage 2: Company incorporation and local setup
If the applicant does not already have a Hungarian legal entity, it must be incorporated. MiCA requires an
EU-incorporated entity with real substance in the country of registration.
Choosing the legal form (Kft. or Zrt.)
Registering a legal address and securing an office/substance agreement
Appointing a director and key personnel (fit & proper requirements)
Tax registration and, if needed, VAT registration
Stage 3: Preparation of CASP license application
This is one of the most documentation-heavy stages, requiring a complete corporate, legal, and technical
file.
Drafting AML/CFT and KYC procedures
Preparing IT infrastructure and cybersecurity documentation
Preparing a 3-year business plan and financial forecasts
Translating documents into Hungarian (if applicable)
Completing the MNB application form and submitting it via the ERA system
Stage 4: Review and interaction with MNB
After submission, the application undergoes both formal and substantive review. The MNB may request
additional information or clarifications.
Receiving acknowledgment of application receipt
Responding to regulator’s requests for additional information
Adjusting internal policies as required by MNB
Participating in interviews with key personnel (if requested)
Stage 5: License issuance and post-licensing obligations
Once approved, the company is added to the public CASP register and may commence operations. Ongoing
compliance with MiCA and national laws is mandatory.
Receiving the official decision and registration number
Publication in the MNB public CASP register
Launching operational activities
Annual reporting, audits, and maintaining MiCA compliance
Why register cryptolicense in Hungary?
Obtaining a crypto license in Hungary is a strategic move for companies looking for an EU-based jurisdiction
with clear and practical regulations. Hungary offers a transparent licensing framework, legal flexibility,
and access to the European market without excessive bureaucratic hurdles.
1. EU membership and financial market access
Hungary is a full member of the European Union, providing licensed companies with simplified access to other
EU markets. The license can be passported across EU member states under MiCA. This is crucial for companies
planning to scale operations across Europe. Hungary also supports SEPA payments and PSD2-compatible
banking.
2. Direct MiCA alignment and strong regulatory oversight
The Hungarian crypto licensing regime fully implements Regulation (EU) 2023/1114 (MiCA). The Hungarian
National Bank (MNB) applies harmonized EU standards for AML/CFT, consumer protection, and operational
resilience, ensuring that licensed entities meet the same requirements as in other top-tier EU
jurisdictions.
3. Robust financial infrastructure and EU payment integration
Licensed companies in Hungary benefit from access to SEPA payments, PSD2-compliant banking solutions, and
cooperation with EU-based payment service providers. This integration supports smooth transactions across
Europe without the need for multiple banking arrangements.
4. Competitive tax regime and operational costs
Hungary offers the lowest corporate income tax rate in the EU — only 9%. This makes it ideal for crypto firms
looking to optimize taxes. Operational costs, including accounting and maintenance, are also significantly
lower than in other European jurisdictions.
5. Regulatory clarity for diverse crypto business models
Hungarian law clearly defines the requirements for different types of crypto-related activities, including
custodial services, exchanges, token issuance, and trading platforms. This legal certainty allows businesses
to choose and structure their services without the risk of sudden regulatory changes.
